The Vigilance & Anti-corruption
Bureau, functioning as a separate Department since 1964, is the main Agency of
the State to deal with Cases involving corruption. The Bureau conducts
investigation/Enquiries into the following types of allegations involving Government
Servants and Public Servants including those working in the Public sector
undertakings of the State Government.
(i) Criminal misconduct of Public Servants as defined in PC Act 1988.
(ii) Dishonest or improper conduct or abuse of power by Public Servants.
(iii) Gross dereliction of duty or negligence.
(iv) Misappropriation of public funds involving more than Rs. 50,000/-
(v) Amassment of wealth disproportionate to the known sources of income.
(vi) Misuse of Public money or property.
Besides conducting investigation into Vigilance Cases, the Bureau also conducts
Vigilance Enquiries, Confidential Verifications and Surprise Checks. The Bureau
also collects intelligence about corrupt officials and maintains dossiers on
them. The functioning of the Bureau is governed by the guidelines issued by the
State Government vide G.O. (P) No. 65/92/Vig. dated 12.5.1992 and G.O. (P) No.
18/97/Vig. Dated 5.4.1997.
ORGANISATIONAL STRUCTURE
The Vigilance & Anti-corruption Bureau is headed by the Director who is of the rank of Director General of Police. The Director is assisted by one Deputy Director who is of the rank of Additional Director General of Police and one Additional Director General of Police and one Inspector General of Police and one Deputy Inspector General of Police. There is a Superintendent of Police functioning in the Directorate for assisting the Director in administrative matters and for supervising the work of Intelligence Branch.

Legal Wing
The Legal wing is headed by the Legal Adviser and he is assisted by 5
Additional Legal Advisers at Trivandrum, Kochi and Kozhikode. They conduct the
prosecution of the cases of the Bureau in the Special Courts and Enquiries in
the Vigilance Tribunals.

Technical Wing
A technical wing consisting of Civil and Mechanical Engineers as well as an
Accounts Officer from the office of the Accountant General of Kerala assists
the offices of the Bureau in investigations and enquiries involving technical
matters.

Computer Wing
A Computer Wing consisting of highly qualified personnel
on deputation from the Police department looks after the data management and
other IT needs of the Bureau. Efforts are underway for the comprehensive
computerization of the Bureau to upgrade the efficiency of the Bureau.

2.Units
(i) District Level:
In each of the 14 Revenue Districts, there is a Vigilance Unit headed by a
Deputy Superintendent of Police.
(ii) Range Level:
There are four Ranges each headed by a Superintendent of Police with
supervisory territorial jurisdiction located at Thiruvananthapuram, Kottayam,
Ernakulam and Kozhikode.
(iii) Special Units:
In addition, there are four Special Units each headed by a Superintendent of
Police with Statewide jurisdiction. These are, the three Special cells at
Thiruvananthapuram, Ernakulam and Kozhikode and the Special investigation unit
at Thiruvananthapuram. Special Cells are meant primarily for investigation of
Disproportionate Assets cases.
(iv) Special Teams
Special Teams are functioning for investigation of cases relating to the
Brahmapuram Diesel Power Plant (BDPP) at Ernakulam and for cases relating to
the Kallada Irrigation Project (KIP) at Kollam.

MATHEWS IPS Joined IPS in July 1977, and after training worked as Assistant Superintendent of Police Chengannur, Assistant Commissioner (L & O) Mattancherry and joint Superintendent of Police, Kottayam. On promotion as Superintendent of Police, worked in Crime Branch (CID) Thiruvananthapuram, Commissioner of Police Cochin and Kozhikode. On promotion as DIG worked as Commissioner of Police Thiruvananthapuram City, and Deputy Inspector General of Police Crime Branch (C.I.D.) and Administration, Police Headquarters. Promoted as Inspector General of Police in 1997, and worked as Inspector General of Police (S.C.R.B), Central Zone, Ernakulam and North Zone, Kozhikode Armed Police Battalions and Traffic Crimes. From June 2002, working in the Vigilance & Anti-corruption Bureau. Milestones in his career include successful investigation of memorable cases such as the Karikkanvilla double murder (1980) Kerala University Mark list cases (1982-83) Jolly murder (1984) I.S.R.O. Spy case (1994) Sooryanelli sex scandal (1996) and the cases relating to the Kalluvathukkal hooch tragedy (2000) . |
